Simple ping-pong TCP server

The TCP server listens and handles connections one-by-one and
replies ping with pong. The service is disabled by default. Run sudo snap set ping-pong-tcp port=<port> and sudo snap set ping-pong-tcp host=<host> to set the listening host
and port respectively. defaults to 127.0.0.1:4000
