Availability-aware task scheduler and program dispatcher

Task Orchestrator lets applications register work with priorities,
estimated durations, cadence, and time constraints. It publishes
local event JSON files that calendar and dashboard applications can
read and can launch registered tasks through Task Orchestrator.
